Outlook 2016 crashes when creating a new profile

On Windows 10, when you try to create a new Microsoft Outlook 2016 profile, Outlook crashes with the following error:

This issue occurs when you have a proxy server configured in Internet Explorer. To solve this issue, you must disable the “Use a proxy server for this connection” setting and retry to create the outlook profile.
